Cebu Pacific will offer its passengers affected by the “No Vaccination, No Ride” flexible options as the airline complies with and supports the government’s order to limit public transportation access to vaccinated individuals in the National Capital Region (NCR) while the area remains under Alert Level 3 or higher.
Starting January 17, Monday, all domestic airlines, operating scheduled or non-scheduled commercial services to and from NCR, are required to only provide air transportation services to and from NCR to fully vaccinated persons, unless exempted, such as the following:
- a) Persons with medical conditions that prevent full COVID-19 vaccination, as evidenced by a duly signed medical certificate with name and contact details of the physician; and
- b) Persons who will procure essential goods and services, such as but not limited to food, water, medicine, medical devices, public utilities, energy, work, and medical and dental necessities, as evidenced by a duly issued barangay health pass or other appropriate proof to justify such travel.
For this purpose, CEB will screen, validate, and board only passengers traveling into and out of the NCR who are fully vaccinated. A person is considered fully vaccinated after two weeks following the second dose in a two-dose series, such as the Moderna, Pfizer, and Sinovac vaccines; or two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.
To passengers who cannot travel given the government order, CEB offers flexible options until January 31. Passengers who wish to voluntarily postpone their travel plans may conveniently cancel up to two (2) hours before their scheduled time of departure and select their preferred option through the Manage Booking portal (http://bit.ly/CEBmanageflight) on the Cebu Pacific website:
1. Rebook
Rebook for travel within 60 days at no additional cost, following CEB’s permanent removal of change fees. Fare difference waived.
2. Travel Fund
Store the amount in a virtual CEB wallet valid for two (2) years and use this to either book a new flight or pay for add-ons (e.g. baggage allowance, seat selection, etc.)

CEB operates with 100% fully vaccinated active flying crew. Our pilots and cabin crew undergo regular antigen testing (Test Before Duty) before they are assigned to operate flights. CEB has already started its booster program to ensure the continued safety of its employees and passengers.
